CALL TO ORDER

Due to the Declaration of Emergency, this meeting is being held pursuant to authorization from the Governor’s Executive Orders. Some or all of the city council members may participate in this meeting by teleconference as authorized by Executive Order N-29-20 issued by the Governor of California on March 17, 2020.

Imperial County Public Health Director Janette Angulo has provided the City with Orange-Moderate Tier guidelines issued by the State for indoor gatherings. City Council meetings are now open for public attendance at 100% of capacity of the council chambers and all persons entering City Hall will be required to wear a facemask.

Public participation will continue to be available in the following ways: Members of the public are encouraged to watch the meeting via live stream at http://communityspectrum.org/live/ at 6:30 p.m. or via the Calexico City Hall Facebook page at: https://www.facebook.com/CityofCalexicoCA

Members of the public will be able to make public comments in the following ways1) In-person comments 2) Submit public comments via email by 2:00 p.m. on Wednesday, July 21, 2021 to ggarcia@calexico.ca.gov or via fax to (760) 768-2103. These comments will be read aloud during the meeting.

PUBLIC COMMENTS.
(Not to Exceed 3 Minutes) This is the time for the public to address the City Council on Closed Session Items only. During the current State of Emergency public comments will be received in the following ways: ways 1) In-person comments - The Mayor will recognize you and when you come to the microphone, please state your name and place of residence for the record. While members of the public are encouraged to participate, it is unlawful to disturb or delay the Council meeting with personal or slanderous remarks. 2) Submit public comments via email by 2:00 p.m. on Wednesday, July 21, 2021 to ggarcia@calexico.ca.gov or via fax to (760) 768-2103. Any comments received during or after the meeting will be distributed to the City Council and retained for the official record. The City Council is prohibited by State law from taking action or discussing items not included on the printed agenda.

ADJOURN TO CLOSED SESSION.
A “Closed” Session of the City Council/Calexico Community Redevelopment Agency Successor Agency/ Calexico Financing Authority may be held in accordance with state law which may include, but is not limited to, the following types of items: personnel matters, labor negotiations, security matters, providing instructions to real property negotiators and conference with legal counsel regarding pending litigation. The Closed Session will be held in the City Hall Conference Room located at 608 Heber Avenue, Calexico, California. Any public comment on Closed Session items will be taken before the Closed Session. Any required announcements or discussion of Closed Session items or actions following the Closed Session will be made in the City Council Chambers, 608 Heber Avenue, Calexico, California.

CONSENT AGENDA
All matters listed under the Consent Calendar are to be considered routine by the City Council/Calexico Community Redevelopment Agency Successor Agency or Calexico Financing Authority and will be enacted by one motion in the form listed. Any item may be removed from the Consent Calendar and considered separately by the City Council.

5. Second Reading and Adoption of Ordinance No. 1216 – An Ordinance of the City of Calexico Repealing and Readopting City Code Chapter 8.39 in its Entirety Regarding Mandatory Recycling.

6. Second Reading and Adoption of ordinance No. 1217 – An Ordinance Temporarily Suspending Calexico Municipal Code Chapter 2.06 Regarding City Council Salaries and Temporarily Suspending City Council Benefits to Mitigate the Fiscal Impact of COVID-19 on the City.

7. Authorize City Manager to Sign Agreement of Professional Services between Dynamic Consulting Engineers, Inc., and the City of Calexico for construction Management, Geotechnical and Inspection Services for the Calexico New River Parkway Project Phase 1B Federal Project No. HPLUL-5168(015).

8. The City Council of the City of Calexico Acting in its Capacity as the Legislative Body for the Calexico Community Facilities District No. 2013-1 (Gran Plaza) Adopt Resolution No. 2021-___ Authorizing the Levy of Special Taxes within Improvement Area No. 1 of such District for Fiscal year 2021-22.

9. Authorize City Manager to File Notice of Completion for 2nd Street, Dool Avenue and Beach Avenue Water Pipeline Replacement Project.

10. Authorize City Manager to File Notice of Completion for Installation of Fire Alarm System at City hall and Camarena memorial Library.

11. Authorize City Manager to File Notice of Completion for Sport Lighting at Adrian C. Cordova Memorial Park Project No. 2020-400.

12. Authorize City Manager to Sign Change Order No. 2 with Hazard Construction Company in the amount of $460,888.78 for Street Improvement Project Asphalt Rubber Composite Layer Overlay on Designated Streets Project No. 2020-500.
