(Not to Exceed 3 Minutes) This is the time for the public to address the City Council on Closed Session Items only. The Mayor will recognize you and when you come to the microphone, please state your name and place of residence for the record. While members of the public are encouraged to participate, it is unlawful to disturb or delay the Council meeting with personal or slanderous remarks. The City Council is prohibited by State law from taking action or discussing items not included on the printed agenda. Please direct your questions and comments to the City Council.

A “Closed” Session of the City Council/Calexico Community Redevelopment Agency Successor Agency/ Calexico Financing Authority may be held in accordance with state law which may include, but is not limited to, the following types of items: personnel matters, labor negotiations, security matters, providing instructions to real property negotiators and conference with legal counsel regarding pending litigation. The Closed Session will be held in the City Hall Conference Room located at 608 Heber Avenue, Calexico, California. Any public comment on Closed Session items will be taken before the Closed Session. CONSENT AGENDA
All matters listed under the Consent Calendar are to be considered routine by the City Council/Calexico Community Redevelopment Agency Successor Agency or Calexico Financing Authority and will be enacted by one motion in the form listed. Any item may be removed from the Consent Calendar and considered separately by the City Council.
    4.    Approval to Authorize City Manager to Sign Amendment No 5 to the Agreement of Professional Services in the Amount of $125,000.00 with Michael Baker International to Provide Construction Support Services to the City, including Review/Evaluation of Specific Submittals for the Construction of the New River Improvement Project – Calexico Reach.
    5.    Adopt Resolution No. 2023-_  _ Declaring a 0.81-acre Property Located at 1100 West Imperial Avenue (APN: 058-120-043) as Surplus Land and Authorize the Initiation of the Notification Process as Prescribed by the Surplus Land Act.
    6.    Authorize City Manager to Purchase Personal Protective Equipment (PPE) and Self-Contained Breathing Apparatus (SCBA) with Associated Parts and Equipment for $364,946.78 for the Calexico Fire Department.  The Purchases will be made from Fire Etc., LN Curtis, and All Star Fire Equipment Inc. under Sourcewell Contract-Cooperative Purchase Agreement.
    7.    Adopt Resolution No. 2023-__ Ratifying and Declaring a Local Emergency Related to Hurricane/Tropical Storm Hilary.
    8.    Adopt Budget Amendment Resolution for Fund No. 255 – American Rescue Plan Act (ARPA) in the Amount of $500,000.00 for Park Improvements at Border Friendship Park (Genaro “Teco” Monroy).
9. Adopt Budget Amendment Resolution for Fund No. 255 – American Rescue Plan Act (ARPA) in the amount of $500,000.00 for Park Improvements at          Nosotros Park and Baseball Field.
DISCUSSION AND POTENTIAL ACTION ITEMS
10.  Introduction and First Reading by Title Only of an Ordinance Amending Calexico Municipal Code Section 2.04.180 Regarding City Council Meetings             Conducted in English and Spanish with Public Translation Services Available.
11.  Discussion/Action Ratification of Essential Workers Relief Program Guidelines, Funded with American-Rescue Plan Act (ARPA).
