5. Authorize City Manager to Sign Change Order No. 1 with Tom Watson Inc. in the amount of $53,731.22 for Sport Lighting at Adrian C. Cordova Memorial Park Project No. 2020-400.

Resolution to (1) Declare Certain Properties Exempt Surplus Land under the Surplus Land Act; (2) Approve the Sale of Said Properties to the U.S. Army Corps of Engineers pursuant to a Purchase and Sale Agreement; and (3) Find These Actions Exempt from Review under the California Environmental Quality Act.
