ADJOURN TO CLOSED SESSION.
A “Closed” Session of the City Council/Calexico Community Redevelopment Agency Successor Agency/ Calexico Financing Authority may be held in accordance with state law which may include, but is not limited to, the following types of items: personnel matters, labor negotiations, security matters, providing instructions to real property negotiators and conference with legal counsel regarding pending litigation. The Closed Session will be held in the City Hall Conference Room located at 608 Heber Avenue, Calexico, California. Any public comment on Closed Session items will be taken before the Closed Session. Any required announcements or discussion of Closed Session items or actions following the Closed Session will be made in the City Council Chambers, 608 Heber Avenue, Calexico, California.

CONSENT AGENDA
All matters listed under the Consent Calendar are to be considered routine by the City Council/Calexico Community Redevelopment Agency Successor Agency or Calexico Financing Authority and will be enacted by one motion in the form listed. Any item may be removed from the Consent Calendar and considered separately by the City Council.
 
3. Adopt a Resolution Authorizing the City Manager to Submit a $25,000 Grant Application to the County of Imperial – Phase 3, Community Benefit Program.
 
4. Approval of Sponsorship Request from Sure Helpline Center in the Amount of $500 to Raise Funds for Victims of Sexual and Domestic Violence from Mayor Ureña’s Discretionary Fund.
 
5. Approval of Interim City Clerk Employment Agreement.
 
6. Discussion/Action on Appointment of a Member to LAFCO Advisory Panel on County Wide Health Care District.
 
DISCUSSION AND POTENTIAL ACTION ITEMS
 
7. Approval of Amendment Number 1 to Professional Services Agreement with Kimley-Horn and Associates, Inc. in the Amount of $12,200.00 from the ARPA Fund for Completion of the Housing Element Update. Total Contract Amount $160,095.00, Including Amendment Number 1.
 
8. Approval of the following:
    a. Approve Budget Amendment Resolution in the Amount of $50,000 from American Rescue Plan Act (ARPA) – Downtown Account for the Development of a Temporary Cooling Center.
    b. Authorize the City Manager to Enter into an Agreement with Non-Profit Organizations for the Establishment of a Temporary Cooling Center Not-to-Exceed $50,000.
 
9. Discussion/Action of Essential Worker Relief Program Guidelines, Funded with American-Rescue Plan Act (ARPA).
